History

A member of the New Extremists, where he tended to find himself squaring off against the Ray (who inevitably defeated him), Cloudburst also became a member of the Overmaster's Cadre. He has not been seen since the Cadre's defeat at the hands of the Justice League.

Powers

Atmokinesis: Cloudburst can control the weather in a similar way to the Weather Wizard, though his powers are entirely internalised and are not on the same scale as the more famous villain's.
