Starfleet Fleet Admiral Lance Cartwright was Chief of Starfleet Operations in the late 23rd century and liaison to the Diplomatic Corps. (TLE novel: Excelsior: Forged in Fire)

In 2268, Cartwright held the rank of Rear Admiral, and was assigned as an administrator on Starbase 29. That year, he ordered Captain James T. Kirk to obtain a Romulan cloaking device. Even early on, Kirk always voiced his suspicions to Spock about the admiral having a secret agenda. This was later revealed to be a small part of a larger scheme planned by the rogue intelligence agency known as Section 31. (TOS episode: "The Enterprise Incident"; TOS novel: Cloak)

In 2286, Cartwright succeeded Harold Morrow as Starfleet Commander following the Genesis Incident. He oversaw Starfleet operations during the Cetacean Probe crisis on Earth. (TOS movie: Star Trek IV: The Voyage Home)

In 2293, Cartwright strongly opposed the Federation's plans to negotiate a peace treaty with the Klingon Empire and became part of a conspiracy to prevent this. He was exposed by Captain Kirk and the crew of the USS Enterprise-A, and was arrested at Khitomer. (TOS movie: Star Trek VI: The Undiscovered Country)

Alternate Timelines

In an alternate timeline, Cartwright was killed when the Cetacean Probe wasn't stopped and ravaged Earth. (Star Trek: Myriad Universes novel: The Chimes at Midnight)

Fleet Admiral Cartwright was a Starfleet flag officer active in the late 23rd century. (Star Trek IV: The Voyage Home, Star Trek VI: The Undiscovered Country)

Kenneth Lemuel Moses Cartwright graduated from Starfleet Academy as salutatorian in 2251 and was posted to USS Enterprise during a period in which the Enterprise was transitioning between Captains Robert April and Christopher Pike. (Star Trek: Shadowstar Station)

The name Kenneth Lemuel Moses is specific to Star Trek: Shadowstar Station and derived from two different RPG sources and Orion Press fanzines (for Moses); Cartwright does not have a canon first name. In the non-canon novel Forged in Fire his given name is Lance, possibly in homage to the real-life mixed martial-arts fighter.

In the late 2280s, Cartwright was said to be chief of Starfleet operations as well as liaison to the Daystrom Institute. (Star Trek: Excelsior novel Forged in Fire)

Cartwright's long career in Starfleet would end in disgrace when he arrested at Khitomer for his involvement in the assassination of Klingon Chancellor Gorkon and the attempted assassination of the Federation President in 2293. (Star Trek VI: The Undiscovered Country)
