
The Cardassian Central Command is the military authority of the Cardassian Union.
Central Command was located in the capital city on Cardassia Prime, and from their Command controlled the actions of every Cardassian starship, outpost, and spacestation within Cardassian borders.
The highest ranking and the leading military rank within the Central Command held the position of Gul-Tar. (DS9 novel: Objective: Bajor) A unique position within the Cardassian government served the role of military liason between the Central Command and the Obsidian Order. It was considered a neutral position and a highly important office. (TLE novel: Dawn of the Eagles)
Central Command was formed in the 19th century along with the Obsidian Order and the Detapa Council. At this time it was decided that both Central Command and the Obsidian Order would be under the control of the civilian Detapa Council, however in reality Central Command and the Order became separate entities who soon had all control of the Union.
However, this rule soon came to an end in 2372 when Central Command was overthrown and a new civilian Detapa Council came into existence. Unlike the destruction of the Obsidian Order in 2371, Central Command still existed in some form, but the Council had a liaison with Command who monitored their actions. Central Command was founded along with the Cardassian Union in Terran calendar year 1870. Over the span of its existence, Central Command consolidated its power to a point where just prior to the 24th century Detapa Uprising, it was the de facto ruling agency of the Union countered only by the machinations of the powerful Obsidian Order. During this period, the full forces of the military reported to Central Command as well as other agencies such as the Science Ministry that on other worlds would have reported to civilian leaders. In 2372, following the virtual eradication of the Obsidian Order at the Battle of the Omarion Nebula, the Cardassian dissident movement successfully overthrew Central Command, re-establishing the civilian Detapa Council as the primary ruling body of the Union. It is unknown what role Central Command would have been assigned under civilian rule; shortly thereafter the Cardassian Union found itself facing Klingon aggression and not long after that, Gul Dukat handed the Union over to Dominion rule.
As a result, the stock of Central Command rose greatly once more--but this time under a progressively tightening noose of Dominion authority: first under Dukat, then under Damar, and finally Broca when Damar rebelled.
Central Command itself is located on Cardassia Prime. Its halls are protected by solid neutronium blast doors impenetrable to all but the most potent explosives. Nonetheless, its campus was severely damaged and casualties inside were severe following the Battle of Cardassia. (DS9: "What You Left Behind")
The leadership of Central Command was known as High Command and comprised of the commanders of the orders and other senior officers and military personnel. (The Dominion War Sourcebook: The Fires of Armageddon)
