Broken Banks is an area mentioned by Tobar. It is located near water, as Tobar would often sail to it while his ship was in better condition. It is seemingly very far from the Commonwealth and the Capital Wasteland. This would appear to be in reference to the Outer Banks, North Carolina which was a major tourist destination before the war.
