Brogan was an officer in the Kaled military who was secretly a pacifist, or "peace activist" as he preferred to be called. He served under Colonel Nasgard as a Captain until his promotion to Major, earned when he reported the Colonel's health problems and erratic behaviour to headquarters. Brogan refused Nasgard's request for an honourable death on the battlefield and instead escorted him home to his family, where he first met Yarvell. They became friends and he comforted her upon learning of her father's death, during which he revealed his beliefs to her. Lady Calcula used this fact and other circumstantial evidence to manipulate Councillor Quested into having Brogan arrested and executed as a traitor. Yarvell was a member of the execution squad. Lord Marshal Brogan is found on the second floor of the Officer Tower. He offers his services to players whose rank is 300+. He sells the Lord Marshal Outfit, Superior locator, and Quest kit (elite). His spoils rewards are either of higher level/value than those of War-chief Reeves or are the same reward but with a greater quantity. Certain spoil rewards include coal, maple logs, steel bars, toadflax seeds, etc. He is also able to enchant onyx, archer's, seer's, berserker and warrior rings for players.

Brogan is the founder of A.R.M.S. and has led it for 41 years. His diary is featured in the A Call to ARMS story in RuneScape's Lores section. He fought in many battles years ago, and when they ended he asked his fellow war veterans if they wanted to use their expertise to explore faraway lands. However, finding a leader proved to be difficult, and not very many people had money. A.R.M.S. was the solution to this problem; anyone could command and be given enough resources to find an expedition. It was very popular, and the non-violent expeditions quickly changed to funded battles.
