"Branden" was the leader of the GCPD's S.W.A.T. team underneath the corrupt administration of Commissioner Gillian B. Loeb. He was noted for his overly violent approach to law enforcement, and Jim Gordon referred to his force as a "lunatic gestapo". He also briefly served as Acting Police Commissioner under Mayor Peter Grogan, when Gordon was suspended for his involvement with Batman. Although he was quickly indicted afterwards for his usage of excessive force. Branden was murdered by the Hangman Killer during the events of "Batman: Year One".
