Politician B. Eric Blairman has created the group called Force of July, a team of heros that promote the his vision of what American ideals are, and touts them against the Outsiders. When Batman discovers stolen material from S.T.A.R. Labs, he sends the Outsiders out on their own to find out Blairman's connection to the theft.
Although clashing with the Force of July, the Outsiders learn of Blairman's "Project: Orwell", inspired by George Orwell's book "1984" is a satelite project that would monitor the United States for "unpatriotic" activity and send the Force after them.
Although they are stopped form the satellites laugh by the Force of July, and captured by the group, the Outsiders manage to break loose and destroy Blairman's computer system and Geo-Force and Metamorpho destroy the satellite. The Force of July seemingly perishes in the exploding base and the Outsiders return victorious.
