From The Vault

Happy Birthday!

The Balloon is a toy item used for decoration at a social gathering. Made of a colored plastic, the balloon is a bag pumped full of a lighter-than-air(Helium) gas for buoyancy and shape. The balloon's opening is tied by a string. A preventive measure for keeping the balloon from wandering is by tying the string around a furniture item. These items could be a booth or a jukebox. Balloons can come in a variety of colors, including blue, red, and yellow. Balloons are used in the Vault-Tec Vaults.

Point Lookout

After you have been sprayed by the Mother Punga, there will be a few balloons and a party hat near your mother's skeletal remains.

Vault 101

On July 13, 2268, Amata Almodovar decorates the Cafeteria with nine balloons in anticipation of the surprise tenth birthday party for her friend the Lone Wanderer. If the Lone Wanderer speaks with Wally Mack, he will express his scorn for the party, pointedly singling out that kid's party hats and balloons are for kids. (This is more telling of Wally's attitudes towards the Lone Wanderer than a reflection on the party. Wally is younger than the Lone Wanderer.)

From Grand Theft Wiki

Victor about to burst a red balloon.

The collectibles from the various Grand Theft Auto games are represented in the form of red balloons in Grand Theft Auto: Vice City Stories. This is a reference to the 1984 hit song by Nena called "99 Luftballons" ("99 Red Balloons"), which was featured in the radio station, Wave 103 in Grand Theft Auto: Vice City.

There are 99 red balloons across Vice City, which the player has to search for and burst with a gun. The player has to use manual aim for most of the balloons and some can be placed so high up that the player is forced to use a Sniper Rifle to get a decent aim. Each tenth burst (except for the last set, which has only nine) rewards the player a new weapon delivered to the back of the safehouses. A new feature in Vice City Stories allows the player to keep a record of which red balloons have been burst.

Rewards

  • 10 Balloons: Pistol delivered to all hideouts.
  • 20 Balloons: Scorpion delivered to all hideouts.
  • 30 Balloons: Stubby Shotgun delivered to all hideouts.
  • 40 Balloons: Molotov Cocktails delivered to all hideouts.
  • 50 Balloons: AK-47 delivered to all hideouts.
  • 60 Balloons: Body Armor delivered to all hideouts.

The balloon crashed on the Island, with the real Henry Gale as an occupant. He was killed in as yet unknown circumstances, although the survivors have assumed that he was murdered by one of the Others, Ben. Ben subsequently stole his identity. He was buried in a grave next to the crash site.

There is an enclosed gondola with several metal cylinders attached and a hatch on top. The side of the gondola has a decal reading "Minnesota Metallurgy & Mining Co." Under that are the words "Proudly Sponsored By" with decals for Mr. Cluck's Chicken Shack and Nozz-a-La Cola.

The Widmore Labs logo is also seen at the side of the gondola, above the tanks.

The balloon itself is red with a smiley face logo on the side, which is very similar to the smiley face button from the graphic novel Watchmen, which the writers have expressed an appreciation for in past interviews.
