Arkansas is an elderly, mad sniper, who passes his time in Minefield in 2277.

Arkansas was merely a small boy when the Slavers came to capture nearly all of the people living in Minefield, but he was never found. He swore revenge, and spread rumors that a new tribe had settled down in Minefield, before he laid a trap for the Slavers. If they were to come back to the town, they'd be attacked by the sniping Arkansas, or step on one of the multiple Frag Mines. The Slavers came and took heavy damage, and never came back. Arkansas never left Minefield, and still stays there, sniping anyone that comes within range.[1]
Aside from targeting inanimate objects near the player, he will fire - from his perch in a three-story building at the north end of town - upon the vehicles scattered about the area, causing explosions which release radiation.
Arkansas is automatically hostile to the player and will shoot at you and at objects near the PC on sight, if he is mezzed and set free he will tell you where the Temple of the Union is and will return to Minefield no longer hostile.
He is also one of the targets during the Strictly Business quest, as one of the Slavers' VIP targets.

Arkansas (roughly arr-ken-saw) is a state in the southern region of the United States. Arkansas has 75 counties and a total population of over 2.8 million and is 53,179 square miles making Arkansas the 32nd most populous and 29th largest state in the US. The state name derives from the French pronunciation of a Kaw word meaning "people of the south wind."
