Andy is one of the young protagonists of "Captain Vegetable," a bildungsroman presented in the form of a Sesame Street sketch.
At the start of the narrative, young Andy expresses his passion for eating sweets, despite the obvious nutritional deficiencies therein. He delights in giving himself over to gluttony, shouting: "It's such a thrill to eat my fill, to gobble till there's nothing on the plate!" Andy is clearly well on his way to a life of quiet, heavy-set desperation.
The turning point in Andy's life comes when he's visited by Captain Vegetable, a mythical apparition who teaches Andy to practice denial and self-control. Andy promises to follow Captain Vegetable in all things, denying his gluttonous lower self and choosing the path of righteousness.
Remarkably, the very same thing happens to a kid named Eddie.

Andy is a Type II Mr. Handy robot in Vault 101 in the year 2268.
Contents |
Andy's constant companion is Stanley Armstrong, a technician in the Maintenance Department. Andy is friendly with the Lone Wanderer.
Before his relationship with Stanley, Andy worked with technician George. Andy remembers George as having "...a delicate touch..." when repairing the robot's systems.
Sometime in the 2260's, at the insistence of Wally's father, Andy performs magic tricks at Wally's birthday party.
On July 12, 2268, Andy aids Stanley in repairing the Vault's water purifier.
On August 3, 2274, Andy is standing guard near a vent covering. He warns the Lone Wanderer the floor is wet and the robot wouldn't like seeing them falling and cracking their skull.
If you return to Vault 101 during the Trouble on the Homefront quest, Andy has been appointed the new doctor since the only qualified vault physicians, Jonas and James, are no longer residents; Jonas having been killed during James' escape. Again, Andy fails miserably at his assigned task. The Vault Dweller can find Andy covered in blood after the robot has amputated Beatrice's right leg in an attempt to treat a sprained toe on her left foot; an operation she did not survive. After this failure, Andy is put to work cleaning the doctor's office he has made such a mess of.
Midway through their work of routine maintenance on pipes near the Cafeteria, Andy and Stanley attend the Lone Wanderer's tenth birthday party in the Cafeteria. During the party, Andy attempts cutting the birthday cake with catastrophically messy and hilarious results. The robot expresses his mortification over the mishap and wishes the Lone Wanderer a happy birthday.

No matter what, Andy remains generally very jovial. The only times he expresses any real regret is during the Lone Wanderer's birthday party for ruining the cake with his buzz saw, and in a conversation with his technician during the Lone Wanderer's escape from the vault, in which he laments the bumbling of the technician and pines for the skills of his previous handler.
Andy appears only in Fallout 3.
